LEXINGTON PARK, Md. – Effective February 16, Level Up, LLC a leading provider of mission information technology, data analytics, and mission execution for the United States Intelligence Community, announced Randall Carr as its new President.
Level Up operates as a wholly owned subsidiary of Avian Holdings Inc., an employee-owned government-services small business, and is branded as Level Up, powered by AVIAN.
Carr has held the role of Chief Human Resources Officer at AVIAN since 2020 and has been intimately involved in Level Up operations since 2021 when the company was acquired.
“Much of my career has been in and around the intelligence community and I could not be more honored to take on the role of President at Level Up,” Carr said. “I’m looking forward to strengthening partnerships and leading Level Up to meet the evolving needs of our government clients and customers.”
Carr holds a bachelor’s degree in marketing from West Virginia University, and a master’s degree in business administration from Mount St. Mary’s University. He has over 20 years of experience supporting large and small businesses contracting with the Department of Defense and Intelligence communities. Carr’s experience includes leadership roles across human resources to include benefits, recruitment, compensation, employee relations, compliance, and organizational development.
